According to Microsoft, the Internet Explorer 8 Beta is set to begin when Vista SP1 ships later this year. There is no information on when the exact date would be. However, since mainstream support for XP doesn't end until April 2009 Microsoft will support IE 8 to Windows XP users.

But in the same way that IE 7 was released, there will be 2 versions: one that is built on the security settings of Vista, and the other one on the settings of XP SP2 or SP3.  More info will be posted when available

Continue At Source

UPDATE: The original source Hotfix.net is not so credible so keep that in mind.
I, on the other hand can tell you that IE8 release is planned for 2008, so a beta at the end of the year is plausible.

Don't believe it so easily. The source for the news is actually TheHotfix, not Activewin and the actual source is less than credible in this case because the news post was actually edited by TheHotfix:

This was the original news post:

One of the members of thehotfix.net forums confirmed that he received a mail from Microsoft saying that the Beta version Internet explorer 8 would be released later this year along with Windows Vista SP1.There is no information on when the exact date would be.

which they then modified to:

According to Microsoft, the Internet Explorer 8 Beta is set to begin when Vista SP1 ships later this year. There is no information on when the exact date would be. However, since mainstream support for XP doesn't end until April 2009 Microsoft will support IE 8 to Windows XP users.

and the guy, Tim Mosdell, who was the "source" asked the following question just a few days before that in the forum:

Does anyone know when Mcorosft plans to start the Internet Explorer 8 beta?
Also, Will IE8 be a Vista only release, or will they port it back to Windows XP users.

So again, don't believe it so easily. The news is a few days old now but really should not have been picked up cause of the so many inconsistencies and no proof to it.

I think we'll see IE8 for 2008, it goes with what MS has said before, a new IE every year or so.  And besides, now with competition, they'll have to keep working on IE and not stop like they did for so long after IE6.
