They finally got the description up.  It's about time they threw all of the DST patches together so there is just one instead of one for Australia, one for the US, and one for everyone else.

Still Microsoft won't list this as a critical update considering it affects every Windows PC out there.

Meanwhile Windows update has listed some fixes that aren't related to security and one or more "stop" fixes that are more obscure.
