A jumper, is a set of pins on the motherboard that have a small plastic connector. That connector is used on those pins to "make a decision" if you will, about how something is done on the board. Your motherboard manual will tell you IF you need to use those jumpers in conjunction with removing the battery, to reset the CMOS information...(aka BIOS).
Take note however, that the Clear CMOS set of jumpers, may or may not be located right next to the battery... if they are there at all. If they are not on your motherboard, then just removing the battery for about a minute, will reset the CMOS information.
Back in the old old days of motherboard manufacturing, jumpers were used to make almost all the decisions about the hardware. There were jumpers all over the boards, determining:
1. what processor was being used, how fast it was
2. what speed the memory was
3. what kind of video card
4. system clock speed
etc, etc....
But nowadays, that's all been replaced by the CMOS chip containing the BIOS information. It's in there that you make your decisions on overclocking, drive boot sequences, power settings.... security, etc.
